6. Institutional arrangement and procedural reform (1) Institutional arrangement (a) To guide the sports operation and development work, to formulate sports-related strategy, to mobilize the necessary resources and between different agencies For the purpose of coordination, a multilateral sports coordination council will be formed at the central level under the chairmanship of the Honorable Prime Minister. The council will be co-chaired by the minister of youth and sports and will include the ministers of finance, home, defense, education, local development, tourism and health, members of the planning commission and the secretaries of related ministries, while the National Sports Council, Nepal Olympic Committee, National and International Athletes Association and Sports Employee unions etc. will also be represented in the council. Sports experts, coaches and sports technicians will be included in this council as needed. The Coordinating Council will periodically review the sports activities conducted and give necessary guidance to the action plans presented by the sports related agencies. And the Ministry of Youth and Sports will be the sectoral central body of the Government of Nepal to determine the criteria and procedures for participation, to organize international sports competitions and coordinate the necessary arrangements for participation.
(c) To maintain, operate and develop sports infrastructure in the country, to conduct major national competitions, to give authority to sports associations and to make them operate in accordance with democratic values and norms, to prepare and train national teams participating in international competitions, to support all those related to sports development. For mobilization, there will be National Sports Council at the central level under the Ministry of Youth and Sports and local offices under the Council at the provincial and local levels..
(d) There will be independent and autonomous national sports associations of each sport registered with the National Sports Council to develop and expand their respective sports, prepare and select athletes and conduct regular competitions.
(e) Olympics in the country An independent organization to be registered with the National Sports Council in accordance with the prevailing laws in coordination with the Ministry of Youth and Sports to conduct the campaign, to mobilize the necessary resources from organizations such as the International Olympic Committee and the Olympic Council of Asia for the country's sports development, to ensure the country's participation in the sports competitions conducted under the auspices of the International Olympic Committee. And an autonomous Nepal Olympic Committee will be arranged.
(2) Procedural reform
(A) The work, duties and rights of the Ministry of Youth and Sports will be modified as needed and arrangements will be made to coordinate with the sports-related bodies of the country as follows:-
- (A) Formulation, implementation of sports-related policies, plans and programs, Monitoring and evaluation,
(b) Gathering the necessary financial and technical support for sports development,
(e) Conducting study, research and survey on sports related subjects,
(e) Acting on international relations and liaison in the field of sports,
(g) To approve the necessary criteria for participation in international sports competitions,
(u) Arranging the necessary arrangements for organizing and conducting the Olympics, Asian Games and South Asian Games,
(a) Granting approval to the participation of the national team, including the players, coaches, and managers participating in the competitions conducted under the auspices of the International Olympic Committee, including the Olympics, Asian Games and South Asian Games,
(Ai) To mobilize governmental and non-governmental organizations in sports development
(o) Encouraging the private sector and business establishments to invest in sports development,
(a) Prof. to players, coaches, national associationsArranging sports talent awards to encourage them and arranging prizes etc. as honor to the athletes who get medals at the international level.
(b) To maintain, operate and develop the infrastructure of sports in the country, to arrange the preparation, training and participation of athletes participating in international games, to organize and conduct national competitions on a regular basis and to gather the cooperation of all concerned in this work by making necessary amendments in the existing laws related to sports. The activities of the National Sports Council should be made in accordance with international values and standards and necessary procedures. If the institutional reform will be done, the work, duties and rights will be assigned as follows to make its activities more effective:-
(a) Sports-related associations and organizations that are within the rules and regulations and prescribed standards for the institutional development and expansion of the sports sector. To arrange the formation and operation of registered and related sports organizations according to the approved statute,
(b) To arrange for monitoring to bring uniformity in the activities of sports-related associations and to take action if the activities of the associations go against the scope of the statute and prevailing sports policy guidelines,
(e) To maintain, operate and manage sports-related physical structures,
(e) To prepare the program annually and submit it to the Ministry and to allocate the received budget to the national associations of various sports based on the classification and priority of sports,
(f) Assisting the National Associations in all preparatory work, including the training of players for participation in international competitions,
(u) Providing skilled manpower necessary for the qualitative development of sports
(A) Arranging the necessary arrangements for the preparation, training and participation of the national team, including the athletes, coaches, managers, participating in the competitions conducted under the auspices of the International Olympic Committee, including the Olympics, Asian Games and South Asian Games,
(Ai) Center to local of various sportsFinancial and technical support to related associations to conduct projects for searching, identification and protection of new talented and emerging players up to the level,
(o) Providing necessary financial and technical support to the subordinate offices to make the national plans and programs of sports a success,
(b) Taking the initiative to arrange employment for the professional development and future assurance of prestigious national sportsmen who will enhance the reputation of the country,
(n) To raise awareness against the use of prohibited drugs in sports and to make necessary arrangements in accordance with international conventions,
(a) To establish central and local level museums to house collections related to sports at the central and local levels.
(c) To organize the activities of the National Sports Associations, the Associations shall be made responsible for the following functions:-
(a) To obtain the recognition of the International Federation of the sport concerned,
(b) To conduct competitions in accordance with the statutes of the International Sports Federation,
(e) erecting structures up to the local level,
(e) Preparing technical manpower,
(g) conducting and organizing programs according to the annual national calendar,
(u) Gathering financial resources for self-reliance,
(A) Compulsorily submit the annual progress and audit report by holding the annual general meeting,
(Ai) The national associations recognized by the Olympics/Asian Games/South Asian Sports shall be registered with the National Sports Council and shall be recognized by the Nepal Olympic Committee on the mandatory recommendation of the Council.
(o) Selection and preparation of local, national and international teams and players,
(a) To develop and expand their game throughout the country,
(n) Keeping the details of national team and national players correct.
(d) To develop the National Olympic Committee as an independent and autonomous organization recognized by the International Olympic Committee and the Olympic Council of Asia as an organization participating in the sports development of Nepal.The policy will be followed. In addition, this committee will be developed as an organization that plays a supporting role in the development of the nation's sports in accordance with the Olympic Charter of the Olympic Committee. Arrangements will be made for the representative of the Nepalese government to be kept as an observer in the Olympic Committee. Also, by making the activities of the National Olympic Committee transparent, arrangements will be made as follows to make this organization effective in the development of sports in the country:-
(a) To verify and apply the athletes, coaches, managers who have been recommended according to the process to participate in the sports competitions conducted under the auspices of the International Olympic Committee, including Olympic, Asian and South Asian sports,
(b) Assisting Nepalese government and other sports related bodies in the operation, planning and participation of major national sports including Olympic, Asian and South Asian sports,
(e) To gather technical and financial support to the sports bodies for the development and expansion of sports in Nepal according to the prescribed procedure and to provide regular reports of the received support to the Ministry and the National Sports Council,
(e) To promote the Olympic campaign within the country by forming various committees and carrying out the programmes,
(f) To build skilled manpower in sports, to involve talented athletes in local and foreign training and to conduct sports development programs through international organizations such as the International Olympic Committee, Olympic Committee of Asia,
(u) To develop world-fraternity through sports,
(a) To ensure the international recognition, autonomy and representation of national associations,
(Ai) Raising public awareness about the campaign against the use of prohibited drugs in sports and taking necessary steps to ensure the said program.
(e) Offices will be arranged at the local level to conduct sports activities in their respective areas and for the relevant associations and boards to conduct regular sports competitions. Business of these officesA multilateral committee will be formed at the local level to support the installation and operation.
(f) For the greater development and expansion of sports in the country, the Government of Nepal will adopt a policy of forming schools, universities, local bodies, public institutions, private sector, tourism sports, special and para sports development boards as needed.
(g) In order to enhance coordination between sports related agencies, procedural actions will be ensured in such a way that there is no duplication of work.
(h) Necessary standards will be prepared for conducting national level competitions, organizing international competitions and participation in international competitions.
(i) National and international support in sports and all activities related to its use will be made transparent and appropriate procedures will be determined to bring harmony to the country's national sports activities.
(j) In order to make the sports bodies more effective, all the associations including the National Olympic Committee will be strengthened to provide periodic reports as mandated by the government.
